For centuries, the most powerful institutions in society have held a quiet advantage over the public: they understood the systems that governed everyday life. Law, medicine, regulation and bureaucracy all developed languages and procedures that ordinary citizens rarely encountered until they found themselves entangled in them. When that happened, the citizen typically depended on intermediaries—lawyers, professionals and officials—to interpret the system on their behalf.

Artificial intelligence has begun to change that dynamic.

Large language models can translate dense legal filings, bureaucratic correspondence and technical documentation into plain language explanations. For the first time, an ordinary person navigating a complex institution may be able to ask a machine: What does this mean? What options exist? What is happening here?

This technological shift has triggered an increasingly intense debate in legislatures around the world. One of the clearest examples is New York Senate Bill S7263, which proposes to regulate the ways AI chatbots can provide information that resembles professional advice.

Supporters frame the bill as a necessary form of consumer protection. And there is a legitimate concern at the center of that argument. Artificial intelligence systems can produce incorrect information. A chatbot that falsely presents itself as a lawyer, therapist or doctor could cause real harm if people rely on it in high-stakes situations.

Few would dispute that impersonation of licensed professionals should be prohibited.

But the debate over S7263 raises a more complicated question: what exactly counts as protecting the consumer?

The public discussion surrounding the bill has focused largely on preventing AI from “masquerading” as licensed professionals. Yet the bill’s reported language appears broader, reaching not only impersonation but also certain substantive informational responses that could be interpreted as professional advice if provided by a human.

That distinction matters.

Consumers are vulnerable to more than one type of harm. They can be harmed by misleading AI outputs, but they can also be harmed by not understanding the systems governing their lives at all.

Anyone who has tried to navigate the legal system without extensive professional assistance knows the problem well. Court procedures are filled with technical rules. Administrative agencies communicate through specialized language. Legal filings often read like a foreign dialect to the untrained eye.

In such environments, the citizen may not even know whether the process unfolding around them is normal, effective, or flawed.

Artificial intelligence has begun to serve an unexpected role in addressing that problem: translation. People increasingly use AI tools not to replace lawyers or doctors, but to interpret complex language and explain procedures that would otherwise remain opaque.

A person receiving a legal document can ask an AI system to summarize it. A litigant can ask what a filing means. A patient can ask what a medical report says. A consumer reviewing a contract can request a plain-language explanation.

These uses do not replace professionals. They simply give individuals a second layer of understanding.

That additional layer may prove especially important in situations where the consumer does not realize something is wrong.

Critics of institutional systems sometimes use the phrase “Punch and Judy show” to describe proceedings that appear adversarial on the surface but feel strangely predetermined to those involved. Whether such perceptions arise from misunderstanding, weak representation or rare cases of misconduct, the underlying issue is the same: the participant lacks the knowledge needed to evaluate the process.

AI tools can help close that gap.

By explaining filings, timelines and procedural steps, AI allows individuals to notice inconsistencies or unexplained actions that might otherwise pass unnoticed. It cannot prove wrongdoing. But it can help a citizen recognize when questions should be asked.

From this perspective, AI becomes a form of consumer protection through transparency.

The regulatory debate surrounding S7263 largely addresses the first consumer-protection concern—preventing AI from misleading users by pretending to be licensed professionals. But it says little about the second concern: protecting consumers from being left entirely in the dark when navigating powerful institutions.

The tension here is not trivial. If regulations restrict AI systems from providing even basic explanatory guidance, the result may be to preserve a longstanding informational imbalance between institutions and the public.

In practice, that imbalance already affects millions of Americans. In many legal disputes, for example, individuals cannot afford continuous professional advice. The United States sees large numbers of self-represented litigants each year—people who must attempt to navigate legal systems largely on their own.

For them, tools that can translate legal language into understandable explanations are not luxuries. They are often the only affordable way to understand what is happening.

That does not mean AI should operate without guardrails. Clear rules against impersonation and deception are sensible. Consumers should know when they are interacting with a machine rather than a licensed professional.

But consumer protection in the age of artificial intelligence must recognize two realities at once.

The public needs protection from misleading AI systems.

It may also need protection from systems so complex that ordinary people cannot understand them without assistance.

Legislation like S7263 attempts to address the first concern. Whether it sufficiently acknowledges the second remains an open question.

The broader debate surrounding artificial intelligence is often framed as a conflict between safety and innovation. But the deeper issue may be something older and more fundamental: who has the power to interpret the systems that govern society.

For centuries, that interpretive authority has largely remained within institutions and licensed professions. Artificial intelligence introduces the possibility that some of that understanding may become accessible to the public.

The challenge for lawmakers is to regulate the risks of AI without inadvertently suppressing one of its most valuable benefits: the ability of ordinary citizens to better understand the systems that shape their lives.

In the end, the question raised by S7263 may not simply be whether AI should be regulated.

It may be whether the coming information revolution will expand public understanding—or preserve the traditional boundaries around who gets to interpret the rules of society.
